A bill introduced recently by U.S. lawmaker Rep. Ileana Ros-Lehtinen, chairwoman of the House Foreign Affairs Committee, contains "radical proposals" for reforming the United Nations that likely doom its potential for becoming law, preserving the current system of U.S. contributions to the world body.
